Couldn't have happened soon enough. The problems this facility has had in the past year(s) are unacceptable.
Although, like well needed traffic lights at busy intersections, it took someone getting killed before there was a solution to the problem.

The problems at Jessup extend beyond teh unsafe conditions. You have inexperienced staff as a result of high turnover. The starting salary for DOC isn't attractive in this region. To that end, you will not have people willing to subject themselves to those conditions with safer and better paying jobs out there.
In western Maryland however, they need the jobs. The salary is attractive and the retirement options attracts canidates from a three state area.
